第十三屆期刊委員會

組織簡則

一、 地球科學學會為匯集及介紹地球科學學術研究成果，於理事會下設置期刊委員會 (以下簡稱本委員會) 定期出版地球科學集刊 (Terrestrial, Atmospheric and Oceanic Sciences, 簡稱TAO)。
二、 本委員會置委員五至九人，其中一人為召集人，召集人及委員由理事長提名，經與相關學會或學術機構協商後聘任之。
三、 本委員會委員任期三年，期滿得連任一次。為保持政策之連續性，宜以逐年方式更換，每次更換不得超過半數的委員。
四、 本委員會下設立集刊編輯群 (Editorial Board) ，置總編輯 (Editor-in-Chief) 一人，編輯 (Editors) 若干人分別負責大氣、地質、地物、海洋等主要之地球科學領域。此外，由本委員會聘請執行編輯 (Managing Editor) 一人，負責集刊之編排及印行。本委員會並邀請國內外相關學門具學術地位之學者，擔任本刊編輯顧問。
五、 總編輯、編輯及執行編輯均由本委員會提名經理事會通過後聘任之，任期三年，期滿得連任一次。
六、 總編輯若經本委員會建議並經理事會出席人數三分之二以上同意時得隨時更換之。編輯、執行編輯若經本委員會或總編輯建議並經理事會出席人數三分之二以上同意時得隨時更換之。
七、 每一領域得設副編輯以涵蓋該領域中不同範疇，由總編輯及編輯分別就國內、外知名之相關學術領域研究人員中提名經本委員會通過後聘任之，任期三年，期滿得連任一次。副編輯若經本委員會、總編輯或編輯建議並經本委員會三分之二以上同意時得隨時更換之。
八、 TAO 編輯委員會得設置助理編輯若干人由學會任用並由總編輯管理。
九、 理事會開會時得邀請總編輯列席並提出報告。每年年終時總編輯須向理事會提出年度工作報告及下一年度計劃。
十、 本簡則由理事會通過後實施修正時亦同。
十一、 本簡則經民國82年2月22日第一屆第二次理監事聯席會議通過實施；民國85年11月20日第二屆第四次理監事聯席會議通過第一次修正；民國88年3月3日第四屆第一次理監事聯席會議通過第二次修正；民國92年11月24日第六屆第二次理監事聯席會議通過第三次修正。

運作細則

地球科學學會（以下簡稱本學會）為匯集及介紹地球科學學術研究成果，於理事會下設置期刊委員會（以下簡稱本委員會），以監督並指導地球科學集刊（Terrestrial, Atmospheric and Oceanic Sciences, 簡稱TAO）之出版。按照本學會「期刊委員會組織簡則」特制訂本細則，以利本委員會之組成及運作。
一、 本委員會之委員人數為五至九人，其中一人為召集人。
二、 本委員會中委員之中，應有六位專門委員，其專長涵蓋集刊之各主要領域，包括：地球物理、地質、大氣科學、太空科學、海洋學及水文學；此外，並得依需要，邀聘具地球科學或相關專長學者一至三人，擔任一般委員。
三、 本委員會之委員應具有崇高之學術地位，並在其專長之領域有重要之貢獻或有豐富之論文成果。
四、 本學會得函請各相關學會推薦具備相關專長之委員，若無專屬學會之領域得函請相關學術單位或國科會該領域之審議小組推薦。
五、 各單位應將推薦人選之履歷（含歷年之著作表）提供給本學會，理事長經審查履歷，並徵詢被推薦人之意願後，予以提名。由一半以上之理事同意後任命之，任期三年，得連任一次。
六、 本學會理事長每年得由委員中提名二至三人為召集人之候選人，經委員排列優先順序推選之。同分時，抽籤決定之。
七、 為使本委員會之運作有連續性，在使用本細則之初期，得調整委員任期為二至四年，使每次更換之委員不超過一半為原則。
八、 本委員會除按照「期刊委員會組織簡則」提名及更換總編輯、編輯及執行編輯外，並負責與國際顧問小組聯繫，每年對『地球科學集刊』進行評審，以提升期刊之水準。
九、 本細則由理事會通過後實施，修正時亦同。
十、 本細則經民國94年2月23日第七屆第一次理監事聯席會議通過實施；民國94年12月21日第七屆第三次理監事聯席會議通過第一次修正。

Terms of References: International Advisory Board of Terrestrial, Atmospheric and Oceanic Sciences

General Description of Organization and Functions:

The International Advisory Board (IAB) of Terrestrial, Atmospheric and Oceanic Sciences (TAO) is formed by distinguished international scholars in earth and space sciences. Members of the IAB should have expertise covering major fields of TAO in order to evaluate the quality of TAO, to provide advice on its improvement and to select best papers for awards every other year. They are also expected to provide opinion in case disputes on the selection and revision of manuscripts occur.
 

Specific Terms:

  • Members of IAB are nominated by the Editorial Board members and approved by the Publications Committee of the Chinese Geosciences Union (CGU) located in Taipei. Once approved each member is appointed by the President of CGU with a term of three years. In each field up to three advisors may be appointed. It is preferable to stager the terms of the members in order to keep the continuity of its operation. If a member is re-nominated at the end of his/her term, the appointment is renewable for one additional term upon the consent of the member.
  • The President should recommend a member of IAB to serve as the coordinator of the IAB, who should be approved by more than half of all members of the IAB.
  • Every year the Chair of the Publications Committee should prompt the IAB to evaluate the quality of TAO issues published in the previous year and to provide advice on improvements. The coordinator of the IAB should report to the Chair of the Publications Committee by summarizing the evaluation comments and recommendations for improvements.
  • Every other year, the Editor in Chief should ask the IAB members to select the best papers in each field of TAO published in the previous two years.
  • In case of controversies arising in the review of manuscripts, the handling editor may seek advice from the IAB members with appropriate expertise, who is expected to provide opinions on the rejection or revision of the manuscript in question or to refer to appropriate experts in the related field.

期刊編輯群

組織運作細則

地球科學集刊編輯群 (Editorial Board)組織運作細則根據「中華民國地球科學學會期刊委員會組織簡則」設立，編輯群由總編輯、編輯、副編輯、執行編輯、助理編輯等組成。本細則說明編輯群成員之聘任、職責及任期。除此之外，編輯群之運作應注意：(a)編輯作業及政策應保持連續性，(b)編輯人選以資深學者為宜，(c)編輯群中成員應注意領域之平衡，(d)各領域編輯群應至少配置一位國外編輯或副編輯。本細則由期刊委員會通過後實施，修正時亦同。細則內容如下：
1. 總編輯 (Editor-in-chief) 及編輯 (Editors) 之聘任：
編輯群設總編輯一名，由期刊委員會提名，經理事會通過後由理事長聘任之。編輯群在地球科學之重要領域（地質、地球物理、大氣、太空、海洋、水文等）各設一名編輯，由期刊委員會提名，經理事會通過後由理事長聘任之。編輯群之能力直接影響到集刊之品質。因此，期刊委員會宜透過公開之程序發掘並吸引適當的人選來擔任總編輯及編輯。
2. 總編輯之職責 (Charges) 及任期 (Terms) ：
集刊之總編輯應對集刊品質之提升負責，因此應保留對各領域編輯建議接受文章之最終決定權，並應確保集刊之準時出刊。總編輯於年終時應向理事會及期刊委員會提出年度工作報告及下一年度計畫。遇缺時，總編輯有權向期刊委員會推薦編輯及執行編輯。總編輯之任期為三年，若經期刊委員會提名並獲理事會通過，得連任一次。若編輯有不適任情況時，總編輯有權向期刊委員會建議更換編輯。總編輯於第一任任期屆滿時，若無意續任，應於半年前通知理事長及期刊委員會。若總編輯辭職或有不適任情況，則期刊委員會得於期中更換編輯（見簡則第六條）。
3. 編輯之職責 (Charges) 及任期 (Terms)：
集刊各領域之編輯應確實執行對文章之嚴格審查，負責該領域文章之退稿或修訂，及向總編輯建議接受之文章，並確保審查之時效。每一位編輯之任期為三年，若經期刊委員會提名並獲理事會通過，得連任一次。若編輯（含總編輯）之任期屆滿時，仍在擔任專刊之責任編輯 (Responsible Editor) 時，得轉任為副編輯直至專刊出版為止；在此期間之聘任不受副編輯名額之限制。為保持編輯工作及政策之連續性，每年度更換之編輯數目不宜超過一半。若編輯辭職或有不適任情況，則期刊委員會得於期中更換編輯（見簡則第六條）。
4. 副編輯 (Associate Editors) ：
各編輯得推薦至多三位副編輯，以涵蓋其領域中不同之範疇。推薦副編輯人選時應考量具潛力可在未來升任編輯者，推薦人應提供被推薦人之學經歷及著作表給期刊委員會審查，通過後由理事長聘任之，與推薦人組成一領域編輯小組，並具有相同之任期。若副編輯之任期屆滿時，仍在擔任專刊之責任編輯 (Responsible Editor) 時，得續任直至專刊出版為止；在此期間之聘任不受副編輯名額之限制。若副編輯辭職或有不適任情況，總編輯及各編輯得於期中更換副編輯（見簡則第七條）。
5. 執行編輯 (Managing Editor) ：
執行編輯負責集刊之製作及出版，執行編輯得由總編輯推薦（應提供被推薦人之學經歷及著作表給期刊委員會審查），經期刊委員會提名，於理事會通過後，由理事長聘任之，任期三年，若續獲推薦得連任一次。若執行編輯辭職或有不適任情況，總編輯得於期中更換執行編輯（見簡則第六條）。
6. 助理編輯 (Assistant editor) ：
助理編輯負責文稿之收集，送審、排版、校對等工作，由學會任用，並由總編輯委請執行編輯負責管理。
7. 本細則經民國92年11月24日第六屆第二次理監事聯席會議通過實施；民國94年9月8日期刊委員會通過第一次修正；民國95年5月8日期刊委員會通過第二次修正；民國100年7月12日期刊委員會第三次修正通過；民國109年9月17日期刊委員會第四次修正通過
